Re: "Official Languages Act still needs work 40 years later," (The Hill Times, Aug. 31, p. 1). For Official Languages Commissioner Graham Fraser to say that bilingualism "is at the core of what this country means," one has to wonder exactly with whom he consulted to obtain this conclusion....
