No way to know if Canada’s $1.5-billion ecoTrust is effective
Environment Canada is unable to monitor the results of the government's $1.5-billion Canada ecoTrust program to reduce greenhouse gas emissions because there are no accountability measures in place at the federal level to verify it's working, says a new report by the Environment Commissioner.
