OTTAWA—The mystery man behind the massively popular news aggregator National Newswatch, who was named one of The Hill Times' '100 Most Influential in 2009,' is Will LeRoy, a 45-year-old former editorial cartoonist from Halifax who's never even been to Ottawa.
