OTTAWA--Canada should take the lead in ensuring that the United Nations plays an important role in the reconstruction of Iraq by guiding a new resolution through the UN Security Council, says Tory Leader Joe Clark, who expressed dismay with the Liberal government's fence-sitting on the matter.
