Question period: should Canada relax the rules that limit foreign ownership of Canadian newspapers?
"No. It would seem this would be a strange time to do it. Presumably, the idea is to prevent Canadian owners from having monopoly power. The argument has been to bring in foreign ownership to prevent domestic monopolies. The biggest monopolist, Conrad Black, is now unloading.
