Trudeau’s carbon-pricing obstinance may be too late to deliver

OTTAWA—It is has taken a long time, and it is likely too little, too late, but Prime Minister Justin Trudeau may have landed on a carbon-pricing message that is somewhat understandable. Yet it comes only days before the government's April 1 carbon levy increase.
