Prime Minister Paul Martin's Chief of Staff Tim Murphy has been voted the No. 1 staffer on Parliament Hill in The Hill Times' Terrific Twenty-Five Staffer Survey for 2004, according to a majority of the 60 staffers who voted in this year's survey.
